The longer hand length is calibrated to reach the hour markers on a 30.8 mm dial without excessive overhang. They are compatible with NH35 and NH72 movements. While you could technically install these on a 37mm case, the hands would extend too far past the indices — for the 37mm Royal Oak, use the standard-length V1 or V2 hand sets instead.
